BRFA BACKGROUND

The Bonnyville Regional Fire Authority was formed in 1996 as a joint agency to provide fire protection services to the M.D. of Bonnyville and the Town of Bonnyville. The current make up of the Authority includes Fire Stations at Goodridge, Glendon, Iron River, Bonnyville, LaCorey, Fort Kent and Ardmore and a seasonal station at Crane Lake. In addition, the Cold Lake Fire Department provides services to the eastern edge of the M.D. through a contract. This covers a geographical area of approximately 7,132 Square Kilometres.

In 2005 the Authority took over the provision of 911/dispatch services for the area from Wainwright and District Ambulance. Our current staff level is 4 full time staff, 4 part time staff, 4 Casual staff and approximately 180 volunteers.

The Bonnyville Regional Fire Authority is administered by a Board of Directors, which is made up of equal representatives from the two sponsoring Municipalities. The Board of Directors is comprised of the following members with the Mayor and Reeve alternating as Chair and Vice-chair.

Our annual operating budget is 55% funded by the two municipalities.

We currently provide emergency response services to fire, rescue and dangerous goods incidents in the following areas: M.D. of Bonnyville, Town of Bonnyville, Summer Villages of Bonnyville Beach and Pelican Narrows, and the Village of Glendon. We have Mutual Aid Agreements with Cold Lake First Nations, Kehewin First Nation, Elizabeth Métis Settlement, City of Cold Lake, County of St. Paul and Lac La Biche County.

In addition, the Authority provides municipal and industrial fire protection services under contract to the villages and summer villages within the Municipal District, Casino Dene, HYPERLINK "http://www.esso.ca/Canada-English/HomePage.asp" Imperial Oil Resources and HYPERLINK "http://www.cnrinternational.com/" Canadian Natural Resources Ltd.

We also are the service provider for Fire Investigation, Fire Inspection & Prevention, Fire Safety and Public Fire Education programming within the same area.

A Jointly operated Quality Management Plan for Fire Safety is in place for all the Municipalities in the Municipal District of Bonnyville No. 87

911/DISPATCH SERVICE DESCRIPTION

The 911 Dispatch Division of the Bonnyville Regional Fire Authority receives and processes emergency calls on an enhanced 911 system. In addition to answering and processing 911 calls as a public call answer point, the Dispatch Division provides complete emergency dispatch services for municipalities that place their 911 services with us.

A full dispatch service includes notification of identified first emergency responders for EMS and Fire. Dispatch of support services such as power and gas for structure fires, Police and EMS support for motor vehicle incidents, etc. The Dispatch Service also records all communications from radio and telephone that originate in the Centre.

Fire Services dispatched by the system are dispatched using the Emergency Fire Dispatch (EFD) protocols from Priority Dispatch. The Centre is equipped with computer versions and Card versions of the dispatch protocols. In addition each service provides local protocols which include support services notification, multi unit response protocols, etc.

EMS services dispatched by the system are dispatched using the Emergency Medical Dispatch (EMD) protocols from Priority Dispatch. The Centre is equipped with computer versions and Card versions of the dispatch protocols. In addition each service provides local protocols which include hospital notification, multi unit response protocols, transfer procedures, etc.

For Public Safety Department services dispatched by the Centre we receive and track complaints on a 24-hour basis, forward complaint information to Officers and create records. The Centre also provides work alone monitoring for Community Peace Officers including scheduled safety checks during traffic stops, etc.

The Centre is staffed 24 hours with EMD & EFD certified dispatchers. In addition to the Emergency Medical Dispatch certification our dispatchers all have medical training and the majority still work part time with local EMS services as EMRs, EMT-As or EMT-Ps.

CURRENT SERVICE AREA

We currently provide 911 services for  The Town and M.D. of Bonnyville, The Town and County of St. Paul, the Town of Elk Point, the village of Glendon, Vilna and Waskatenau, the Summer Villages of Horseshoe Bay, Bonnyville Beach and Pelican Narrows, Kehewin and Cold Lake First Nations and the Metis Settlements of  Fishing Lake and Buffalo Lake. For these communities we also provide full Fire dispatch services. As well we dispatch EMS services under contract to Alberta Health Services for the Town and Municipal District of Bonnyville, City of Cold Lake and the Rural Municipality of Beaver River in Saskatchewan.
