Delegations to Council

 Anytime throughout the year community groups, or organizations can request to make a presentation to M.D. Council as a Delegation at one of their regularly scheduled Committee Meetings.  These presentations are usually requested in order to:

  • make a presentation on a matter that is of broad interest and that falls within the jurisdiction of the M.D.;
  • enter a request for action from Council;
  • provide Council with an update on a project or concept; and/or
  • provide further information on an issue currently before Council for deliberation.

Delegation presentations are accepted as information by Council and, if further deliberation is required regarding a request that was made it will be added as an agenda item to a subsequent Council meeting with a recommendation from Administration.

Anyone wishing to be delegation can complete the Delegation Request Form in accordance with M.D. Policy No. 1.013 Delegation to Council Policy

Completed Delegation Request Forms need to be submitted no later than 12 p.m., 12 working days prior to the requested meeting date. To see the schedule for Council Committee meeting dates please refer to our Council Meeting Calendar.  

Note: These requests are accepted on a first come, first serve basis and, therefore, the M.D. cannot guarantee the availability of your requested meeting date.

Note: The Delegation Request Form and any related documents become part of the public record, and as such, will be released/published in the Council Meeting agenda and minutes.

Tips for a Successful Presentation:

Submit your supporting material early – deadline for submission is 12 p.m. on the Tuesday, 10 days preceding the assigned meeting date

All supporting material meant to accompany your presentation needs to be submitted to the Chief Administrative Officer (CAO) office, and is subject to the approval the CAO. If you have a PowerPoint presentation, sending that file instead of a PDF version will allow you to control the presentation as you go.

Be on time Meetings of Council begin at 9 a.m., and we ask that you please arrive at least 10 minutes prior to your scheduled delegation time. You are also welcome to arrive before the meeting begins and sit in on the meeting in the public gallery until your scheduled delegation.

Maximize your time  You will have 15 minutes to make your presentation to Council, briefly introduce yourself and who you are/who you are representing, and the topic of your presentation. As these are professional business meetings, you will be expected to address Council in a respectful and temperate manner. The Chair of the meeting holds authority to terminate the presentation at any time at his/her discretion.
