#1 Planning and Community Services – Council approved four discretionary use development permits — one for a natural resource extraction facility, one for a mechanic business at an existing shop, one for a garbage and recycling bin site/public drop-off facility, and one for a secondary suite at a single-family dwelling. Council also approved a subdivision application to subdivide a 10-acre parcel from an 80-acre agricultural parcel. Council gave First Reading to The Municipal Land and Reserves Bylaw – Bylaw No. 1766. The proposed bylaw will repeal and replace Bylaw No. 1440 and will ensure the enforcement and regulation of activities and development allowed on municipal lands.

Council gave First Reading to the Ardmore Area Structure Plan – Bylaw No. 1804 as well as the Cherry Grove Area Structure Plan – Bylaw No. 1805. A Public Hearing for Bylaw No. 1802 was held. Bylaw No. 1802 was given First Reading by Council on July 13, 2022 as it repeals Bylaw No. 1403, which was for the purpose of closing and selling portions of Road Plans 752 0625 and 912 1531 in accordance with the Municipal Government Act (MGA).

As per the MGA and the Subdivision Authority Bylaw – Bylaw No. 1795, Council appointed the position of Development Officer as the Subdivision Authority Officer for the M.D. effective August 24, 2022.

Council directed Administration to bring back additional information regarding the installation of a boat dock at Chicken Hill Lake M.D. Park for consideration during the 2023 Budget deliberations.


#2 Environmental and Protective Services — Council heard a presentation from Public Safety regarding the Student Resource Officer Program and accepted it as information.

Council made a motion to defer the fire apparatus replacement cycle as requested by the Bonnyville Regional Fire Authority (BRFA) Board and directed Administration to complete a review of all agreements between the M.D. and BRFA. The review will focus on updating and consolidating past agreements into one succinct agreement. The information will be brought back to the Committee of the Whole Meeting on February 16, 2023 for further discussion.


#3 Infrastructure Services – Council received a project update from Infrastructure Services, including information on roads, subdivisions, bridges, drainage, building infrastructure, rip and relay, shoulder pulls, road maintenance and materials supply, and feasibility studies.

Council accepted a water and sewer request update for Emerald Estates subdivision as information.

Council directed Administration to bring back engineering costs for a recreational trail from Emerald Estates connecting to a planned trail to be constructed by the Town of Bonnyville to the 2023 Budget deliberations for consideration. 

Council approved an unbudgeted expenditure in the amount of $630,000 for the Frog Lake Tributary Culvert Replacement Project, to be funded from the Bridge Reserve Fund. 

A discussion was tabled by Council regarding dust control for 34 Street north of secondary HWY 659 within the Town of Bonnyville to the next Regular Meeting of Council.


#4 Briefly – A delegation from Bonnyville Search and Rescue Society gave Council an update and as a result, Council further directed Administration to bring their request for funding to the 2023 Budget deliberations for consideration.

Council denied a request from the Cold Lake Regional Chamber of Commerce for an additional $5,000 over and above the already provided $5,000 event sponsorship funded through the M.D. Community Action Grant Program for their 2022 Feast at the Beach event.

A motion was made deferring a financial contribution request for the Cold Lake Regional Chamber of Commerce Phase II Team-based Primary Care Alternate Relationship Plan Project until the October 26, 2022 Regular Meeting of Council, after an update from the province has been received. 

Council heard several tax penalty cancellation requests regarding 2021/2022 tax levy penalties as per the Property Tax Penalty Cancellation Policy – Policy No. 1.011. Council approved tax penalty cancellation requests for three of the five properties.

Council accepted an update on the Alberta/Japan Twinned Municipalities Association as information.

A report regarding a Municipal Council Remuneration Review was also accepted as information. Council adopted the 2022-2027 Council Strategic Plan as presented.

A motion was made to remove Lakeland Industry and Community Association (LICA) from the M.D. 2021-2022 Boards and Committees List.
