#1 Planning Decisions – Council approved an application that will allow the Bonnyville Regional Fire Authority (BRFA) to change the land use designation of the BRFA headquarters to Institutional from Industrial.
Council approved a variance for the construction of an approach to allow for the installation of 300 mm culverts instead of the standard 400 mm culverts. Council also directed Administration to bring back 3A.007 Municipal Road Approach Policy to a future Committee of the Whole meeting for review.
#2 Planning and Development Updates – Council had a Public Hearing for Bylaw No. 1829 for the Browns Area Structure Plan (ASP). The ASP will come back to a future meeting for Second and Third Reading.
Council had Public Hearings for the renewal of 11 roadway licensing bylaws — Bylaw Nos. 1817, 1818, 1819, 1820, 1821, 1822, 1823, 1824, 1825, 1826, and 1827. All of these bylaws were for renewal of existing road allowance leases. These bylaws will come back to a future meeting for Second and Third Reading.
Council gave First Reading to five bylaws for roadway licensing renewals — Bylaw Nos. 1835, 1836, 1837, 1838, and 1839. There will be public hearings for these bylaws at the Regular Meeting of Council on February 28, 2023.
Council gave First Reading to Bylaw No. 1832 – the Intermunicipal Development Plan (IDP) between the M.D. and City of Cold Lake. The IDP takes a collaborative approach to future planning and development between the neighbouring communities. There will be a public hearing for the IDP at the February 28 Regular Meeting of Council. A draft of the IDP is available on our website at bit.ly/MDBvilleIDP.
#3 Public Safety Updates – Council approved amendments to Policy No. 5C.001 Fire Suppression and Cost Recovery Policy. The amendments clearly identify the process for billing, communications, and other administrative procedures. The amendments will come into effect May 1, 2023.
#4 Parks Equipment Purchases – Council approved the purchase of five new pieces of equipment for the Parks, Recreation, and Culture Department. Two ¾ ton pick-up trucks (which came in under budget) will be purchased from Tercier Motors at the cost $128,704.28 to be funded from the 2023 Capital Budget. Council approved the purchase and the expenditure of an extra $1,700 for two John Deere Gators that will be purchased from Agland St. Paul at a cost of $26,700 to be funded from the 2023 Capital Budget. A Can-Am UTV side-by-side with tracks will be purchased from 54 North Powersports at $42,461.45. The purchase will be funded by $25,000 from the Equipment Replacement Reserve, with the remaining $17,461.45 coming from the 2023 Capital Budget.
#5 Briefly – Council gave Second and Third Reading to Bylaw No. 1833 to amend the Master Rates Bylaw. Amendments include rate increases for waste resource and recovery rates, water and sewer rates, and establishing a fee for a replacement card for the M.D. resident Cold Lake Landfill Access Card program.
Council approved the creation of a reserve fund by the Great North Foundation – a housing management body which provides affordable seniors and community housing. The M.D. is one of 14 members of the foundation. The creation of the reserve will help fund future maintenance, replacement, and renewal of facilities.
Council gave First Reading to Bylaw No. 1834 Amending Waste and Resource Recovery Management Bylaw. The proposed amendments include allowing for unpaid waste account balances to be added to the tax roll of the associated property. A second amendment would establish rates and penalties for non-compliance for M.D. residents participating in the Cold Lake Landfill Residential Waste program.
Council had a delegation from the Lakeland Agricultural Research Association (LARA). The presentation went over the programs LARA offers and a year-end wrap up for 2022.
Council approved a request from CNRL to construct a road in a portion of the undeveloped road allowance at Range Road 442, north of Highway 55 at the company’s cost.
Council gave Second and Third Reading to Bylaw No. 1830 Public Notification Bylaw.
Bylaw No. 1831 to repeal several out-of-date bylaws was given Second and Third Reading by Council.
Council has approved the energizing of three lights at the Wood Creek development. Administration will bring Policy 4B.016 Installation and Energizing of Street Lights to a future Committee of the Whole Meeting for further discussion.
Council directed Administration to begin the process of re-designating potential Industrial Use lands either in or adjacent to all M.D. Industrial Use Area Structure Plans to Direct Control Districts. Council also directed Administration to bring back a list of affected lands by February 28, 2023.
#6 Council Invitation – Council approved the purchase of two tickets for the St. John’s United Church Luau and Dance on February 25, 2023 at a cost of $80 per ticket.
