#1 BRFA Loan Bylaw – Council gave First Reading to Bylaw No. 1841 – Firehall No. 1 Renovation Loan. If passed, this bylaw would allow the M.D. to loan the Bonnyville Regional Fire Authority (BRFA) $4.5 million to be paid back over a 20-year period, plus 5% interest. The loan would be for the renovation of the new fire hall, which also includes EMS, 911, and BRFA administration.

#2 Planning and Development Decisions — Council approved a development application to allow for a dog breeder kennel to be located within a Country Residential district. 

Council approved a development permit application requesting exemption from the Land Use Bylaw (LUB) to allow for 12 head of livestock to be kept on a parcel less than 10 acres. The M.D.’s LUB limits the number of livestock on a 10-acre parcel to two head of livestock. 

#3 Planning and Development Updates – Council gave Second and Third Reading to Bylaw No. 1832 — The Intermunicipal Development Plan between the M.D. and City of Cold Lake.

Council approved amendments to Policy 3A.007 Municipal Road Approach Policy. The amendments include allowing for a smaller culvert size and adding the definition of Chief Administrative Officer to the policy. 

Proposed amendments to Policy 3A.018 Licensing of Roadways Policy were approved by Council. The changes will make the application process more efficient by replacing the need for a Public Hearing with a Public Notification process.

Council approved putting three parcels of land owned by the M.D. at Muriel Lake and four parcels of land in Therien up for public auction. The parcels have no planned use by the municipality and can be put up for sale as per the Municipal Government Act and Policy 2A.009 Municipal Lands Policy.

#4 Briefly – Council heard a delegation from representatives from Cold Lake Hearts for Healthcare. The presentation included a request for sponsorship for their upcoming 2023 gala. The request will be brought forward to a future meeting of Council for consideration.

Council also heard from Bernie Chartrand who presented his concerns about the recent changes Council approved to the Seniors’ Transportation Grant Policy. Council accepted the presentation as information.

During a delegation to Council at the February 1, 2023 meeting, the Bonnyville and District Chamber of Commerce requested over $40,000 in funding for the upcoming year, including $15,000 for its annual Community Association Operation Grant, $10,000 in matching funds with the Town of Bonnyville for the upcoming Bonnyville Oil & Gas Show, $7,500 for the Level Up Lakeland event the chamber is hosting in cooperation with Community Futures Lakeland, and $10,000 for a five-year recognition on a new sponsorship and recognition wall at the Chamber’s new offices. Council directed Administration to advise the Chamber to apply for funding through the M.D.’s various grant programs and policies.

Council directed Administration to respond to a funding request from the Bonnyville Friendship Centre for their Community Kitchen project by advising them to apply for funding through the M.D.’s grant programs.

Council adopted the 2023 Asset Management Implementation Strategy. The strategy coordinates the integration of all the aspects of managing the M.D.’s assets while improving administrative and operational accountability and transparency.

Council approved the transfer of $78,000 from the 2023 Capital Plan to the 2023 Operating Budget to facilitate the change in scope of purchasing IT security. Instead of purchasing hardware, the IT Department will now purchase security as a service.

Council accepted the unaudited financial statements for the fourth quarter, ending December 31, 2022, from the Finance Department as information.

As directed by Council, Administration will bring back options for connections to the Regional Waterline to the 2024 Budget Deliberations. 

Council appointed Audrey Campbell as a Member at Large for the Bonnyville and District Leisure Facility Corp. – Part 9 (C2) Board for a three-year-term.

#5 Council Invitation – Council approved the purchase of two tables at the Bonnyville Oilmen’s Society’s 15th Annual Lobsterfest to be held May 12, 2023, at a cost of $1,344.
