#1 First Reading Given to Speed Rates Bylaw – Council gave First Reading to Bylaw No. 1796 Speed Rates Bylaw. The bylaw includes 23 recommendations to change speed limits in the M.D., including reducing speeds in subdivisions while increasing some speeds on paved roads from 80 km/h to 90 km/h.
#2 Planning & Development Updates – Council gave First Reading to Bylaw Nos. 1794 and 1795, which will designate Council as the Development Authority and Subdivision Authority. The authorities were formerly designated to the Municipal Planning Commission (MPC), which is made up of the members of Council. The change will streamline processes when dealing with development and subdivision applications. These bylaws coincided with the first reading of Bylaw No. LU 573, which will allow the changes to be reflected in the M.D.’s Land Use Bylaw. There will be a Public Hearing held March 23, 2022 at 10 a.m. for Bylaw LU 573. Council also gave First Reading to Bylaw No. 1793 Amending and Repealing Bylaw, which will give Administration the ability to make amendments to Bylaw Nos. 1787 and 1748 to reflect the redesignation of authorities from MPC to Council. It will also allow for the repeal of Bylaw No. 1344, which establishes the commission.
#3 Briefly – Council approved the 2022 Drainage Project Priorities list. It details 12 drainage projects the Infrastructure Services Department will undertake this year.
Council agreed to rejoin the Federation of Canadian Municipalities (FCM) and to attend the annual conference being held in Regina later this year.
Council agreed to amend the Recreational Facilities Policy to remove the rates and fees, as this information is now contained in the M.D.’s Master Rates Bylaw.
#4 Delegations – Council had four delegations during the meeting, including an update from STARS on their fundraising efforts for new helicopters.
Accés Emploi had a delegation regarding the French employment services it offers to residents in the Lakeland.
Bonnyville Gear Grabbers came with an update on the group’s operations. This year’s drag races at the Bonnyville Regional Airport will be held July 22 to 24. Check out facebook.com/bonnyvillegeargrabbers for more information on the club and upcoming events.
Council also heard from the municipality’s auditors – Metrix Group LLP. There was a brief Council orientation and an audit planning report presented.
